Verification of Competence or V.O.C
This is a supplementary non-accredited service.
Verification of competencies or VOCs are required where a PCBU or principal contractor wishes for you to demonstrate you have knowledge of the equipment you are going to use operationally.
We can travel anywhere for this service and typically charge for travel and a cost for each person.
In order for us to perform the VOC each person must:

Plant and Equipment We Cover in Your VOC Assessment Brisbane
We conduct Verification of Competence assessments across the full range of plant and equipment used on Queensland construction, civil and industrial sites, including:
- Elevating work platforms (scissor lifts, boom lifts, vertical lifts)
- Forklifts and telehandlers
- Excavators, skid steer loaders, backhoe loaders and rollers
- Cranes and lifting equipment
- Generators, compressors and other powered hand tools
- Any other plant or equipment specific to your site or industry
If a nationally recognised unit of competency exists for the equipment, we assess against it. If it doesn’t — for example, a generator or hand tool — we assess against the manufacturer’s (OEM) guidelines and observe safe operation directly.
What to Expect From Your Verification of Competence Assessment
- Confirm the equipment and site. We discuss what plant or equipment needs assessing, where your team is based, and any site-specific procedures we need to work to.
- Check existing licences or units of competence. Where a formal licence or unit exists for the equipment, we verify it’s current before proceeding.
- Observe operation on your equipment. The operator is assessed using the actual plant or equipment they’ll be using on the job, not a generic training unit — this is what makes a VOC more relevant than a standard course for experienced workers.
- Confirm safe work practices. We check pre-operational checks, hazard identification, and correct equipment use throughout.
- Issue documentation. On successful completion, the operator receives a VOC wallet card and supporting documentation for your records.
When You Need a Verification of Competence in Brisbane
A VOC is typically requested by a PCBU or principal contractor rather than chosen by the individual worker. Common situations include:
- Pre-employment or pre-start checks — confirming a new hire or contractor can safely operate the equipment your site uses before they start work
- Moving between sites or employers — an operator’s existing licence proves they’re competent in general, but a site may still want to verify competency on its specific equipment and procedures
- Equipment without a formal licence — items like generators or specific hand tools don’t have a national unit of competency, so a VOC against OEM guidelines is the standard way to document competency
- Insurance or contractual requirements — some principal contractors require VOC documentation as a condition of site access, regardless of what licences a worker already holds
Verification of Competence Brisbane — Common Questions
No. A VOC is a non-accredited, site- or equipment-specific assessment. It doesn't replace a High Risk Work Licence or a nationally recognised unit of competency where one is legally required — it confirms competency on top of, or in place of, one where no formal licence exists.
Yes. VOC assessments are delivered onsite anywhere in Queensland, using your own equipment and procedures. Travel is charged separately based on location.
It depends on the equipment and group size — a single operator on one machine takes less time than a team assessment across several types of plant. Call us for an estimate based on your specific needs.
Yes. Where no licence or unit of competency exists for a piece of equipment, we assess against the manufacturer's (OEM) guidelines and observe safe operation directly.
