What Is a VOC in Construction and Why It Matters
A VOC in construction, or Verification of Competency, is a formal assessment process used to confirm that a worker can safely and effectively perform specific tasks or operate particular plant and equipment. In high risk and civil construction environments, holding a licence or unit of competency alone is not always enough. Employers and principal contractors often require a current VOC to demonstrate that a worker remains competent under present site conditions.
A construction VOC helps businesses meet their WHS obligations by providing documented evidence of competency. It supports safer worksites by verifying practical skills, critical knowledge, hazard awareness, and correct operating procedures. VOC assessments are commonly requested for machinery, high risk work activities, and safety critical tasks where risk management and compliance are essential. If you are asked to provide proof of competency before starting work, a current VOC may be required to access site.
How Our VOC Construction Assessments Work
Our VOC construction assessments are designed for workers who already hold a current ticket, licence, or nationally recognised unit of competency and need their skills verified. The process includes a short written or oral knowledge assessment covering legislation, safety procedures, and operational requirements, followed by direct observation of practical tasks using relevant plant or equipment.
VOC assessments can be conducted at our training facilities or onsite at your workplace, depending on operational needs. The outcome is a formal statement outlining the specific activities, plant, or tasks that have been verified. If a participant is deemed not yet competent, refresher training can be arranged before re assessment.
It is important to note that a VOC does not replace a High Risk Work Licence or result in the issuance of a nationally accredited unit of competency. It is a site specific verification process that supports compliance and workplace safety.
The VOC training course process encompasses a short written (or oral) assessment of the critical knowledge components of the activity AND direct observation of practical applications of the activities.
PLEASE NOTE: Persons who hold expired high risk work tickets or licences (issued by Safework regulators) must undertake a full assessment (knowledge and practical) of the national assessment instrument, in order to make an application for a new high risk work licence. A VOC is not a satisfactory document for Safework regulators to issue a High Risk Work licence or for an RTO to issue a nationally accredited unit of competency.
