What Is a VOC in Construction and Why It Matters

A VOC in construction, or Verification of Competency, is a formal assessment process used to confirm that a worker can safely and effectively perform specific tasks or operate particular plant and equipment. In high risk and civil construction environments, holding a licence or unit of competency alone is not always enough. Employers and principal contractors often require a current VOC to demonstrate that a worker remains competent under present site conditions.

A construction VOC helps businesses meet their WHS obligations by providing documented evidence of competency. It supports safer worksites by verifying practical skills, critical knowledge, hazard awareness, and correct operating procedures. VOC assessments are commonly requested for machinery, high risk work activities, and safety critical tasks where risk management and compliance are essential. If you are asked to provide proof of competency before starting work, a current VOC may be required to access site.

How Our VOC Construction Assessments Work

Our VOC construction assessments are designed for workers who already hold a current ticket, licence, or nationally recognised unit of competency and need their skills verified. The process includes a short written or oral knowledge assessment covering legislation, safety procedures, and operational requirements, followed by direct observation of practical tasks using relevant plant or equipment.

VOC assessments can be conducted at our training facilities or onsite at your workplace, depending on operational needs. The outcome is a formal statement outlining the specific activities, plant, or tasks that have been verified. If a participant is deemed not yet competent, refresher training can be arranged before re assessment.

It is important to note that a VOC does not replace a High Risk Work Licence or result in the issuance of a nationally accredited unit of competency. It is a site specific verification process that supports compliance and workplace safety.

The VOC training course process encompasses a short written (or oral) assessment of the critical knowledge components of the activity AND direct observation of practical applications of the activities.

PLEASE NOTE: Persons who hold expired high risk work tickets or licences (issued by Safework regulators) must undertake a full assessment (knowledge and practical) of the national assessment instrument, in order to make an application for a new high risk work licence. A VOC is not a satisfactory document for Safework regulators to issue a High Risk Work licence or for an RTO to issue a nationally accredited unit of competency.

Sheer Workplace training can conduct VOC’s at our training facilities across Australia or at our clients site. Please contact us for further details.

Frequently asked questions

Verification of Competency (VOC) requirements are site and/or company specific. If a work-site you would like to conduct work at, requests you to provide a current VOC for a specific piece of plant or to undertake a particular task, you are required to comply. S. 705 of Part 12.2 of QLD Work Health and Safety Regulation 2011, sets out duties of other persons at relevant premises, which include to

(a) take reasonable care for his or her own health and safety, and
(b) take reasonable care that his or her acts or omissions do not adversely affect the health and safety of other persons; and
(c) comply, so far as the person is reasonably able, with any reasonable instruction that is given by the relevant person to allow the relevant person to comply with this part.

The time required and therefore the cost applicable) to undertake a VOC will depend on the plant or activity needing to be verified. Please call us to discuss your requirements.

Absolutely, provided the site can provide access to suitable compliant plant and equipment required to undertake the VOC, we are able to quote for Australia wide delivery.

No problem. We can undertake most VOC’s for High Risk Work plant and activities and other competencies at our Hemmant (QLD). We also have facilities on the Sunshine Coast.
VOCs are undertaken to verify competency and are therefore conducted without any training or preparation as it is considered current licenced/ticketed/competent employees and contractors, have the required knowledge and skills to complete the assessment. Any person deemed not yet competent will be offered the opportunity to undertake refresher training, and undertake another VOC assessment (which may attract an additional cost).
